Charmelle Green has been named to
Silver Waves Media's Top 100 Rising Athletics Directors list for 2026. Silver Waves Media was founded in 2020 by Ryan Silver as a global resource for athletes, coaches, administrators and sports enthusiasts, and publishes multiple lists throughout the year, mostly focused on women's and men's college basketball.

Green, who serves as the top executive in A.D.
Mark Harlan's leadership team, is in her sixth year in the senior administration at her alma mater. A former Utah Softball All-American and Utah Athletics Hall of Fame member, Green spent 10 years each at Penn State and Notre Dame prior to her return to Salt Lake City and is in her third decade in college athletics administration.

In her role as Deputy A.D., COO and SWA, Green leads all facets of the day-to-day operations of the Utah Athletics Department. This includes direct oversight of the academics, compliance, facilities, student-athlete wellness, success and student belonging units, as well as the sport supervisory group. Green also serves as the department's liaison to the University's Dean of Students, Office of General Counsel, Faculty Athletics Representative and Campus Safety and Police.
Green also led the Utah athletics department's creation and launch of Utes Productions, a digital broadcast operation to produce game broadcasts for ESPN+ as part of the Utah's entry into the Big 12 Conference in 2024.
Green's SWA role includes several responsibilities to the Big 12 Conference in partnership with the ADs and FAR groups. She also serves as Utah's sport supervisor for women's basketball, and is the secondary supervisor for men's basketball. She also serves on the board of the Collegiate Women's Sports Awards.
At Penn State Green ascended to the role of Senior Associate A.D. for Student-Athlete Performance, Health and Welfare, and Senior Woman Administrator. She served as sport supervisor for women's volleyball, men's and women's cross country and track & field, softball, and ability athletics, while also managing, supervising and evaluating the Intercollegiate Athletics Sport Performance unit, including medical services, athletic training, strength & conditioning, performance nutrition, performance psychology and applied health and performance science. She also oversaw the Intercollegiate Athletics Student Welfare and Development unit, which develops and implements life skills programs, and resources for student-athletes, and served as intercollegiate athletics liaison to Counseling and Psychological Services.
Green spent the previous 10 years at the University of Notre Dame, with her final role being head of the Office of Student-Athlete Welfare & Development and the sport administrator for women's swimming & diving. During Green's six years in Notre Dame's athletics administration, she oversaw the student development program, with the mission of providing a balanced Notre Dame experience for student-athletes by focusing on five key areas: academic excellence, athletic success, career preparation, community involvement and personal development.
Green previously served as an assistant softball coach for the Fighting Irish from 2001-05 after assistant coach roles at Syracuse (2000-01), Colorado State (1999) and Utah (1996-98). She was a first-team All-American as a player at Utah in 1990 and second-team choice in '91 when she also earned 1991 Western Athletic Conference Player of the Year honors.

A 1991 Utah graduate with a degree in mass communications/public relations, Green earned a master's degree in secondary education in 2003 from IU South Bend. She is married to Dr. Matthew E. Mooney who joined the University of Utah in 2021 and serves as Associate Dean for Technology and UOnline Development.
